On the territory of Henan Province, a joint international university will be established in the city of Luoyang. On October 26, an official meeting was held between Alyona Nevolina, Head of the Department of Academic Development of Ural Federal University, and Xu Yixian, Mayor of the city, and Kun Luan, Rector of Henan University of Science and Technology. The Ural Federal University and Henan University of Science and Technology match each other on many criteria: the number of students and teachers, both universities are among the best in Russia and China.

The universities have done a lot of preliminary work and signed all the necessary legal agreements. The establishment of the university was supported by the People's Government of Henan Province and Luoyang City, the governor of the Sverdlovsk region, and the Ministry of Science and Higher Education of the Russian Federation. The project was considered on September 15 at the 22nd meeting of the Sub-Commission on Cooperation in the Field of Education of the Russian-Chinese Commission for Humanitarian Cooperation.

At the official meeting, Xu Yixian emphasized that the project of establishing Luoyang-Ural University corresponds to and embodies the spirit of the 20th National Congress of the Chinese Communist Party. By focusing on "building a strong regional center and forming a growth pole," it will support innovative development and fully realize the country's youth development strategy through science and education.

Alyona Nevolina spoke about the interest of the Ural Federal University in cooperation. She noted that the city of Luoyang has a long culture, strong foundation, rich science and technology, and a long history of exchanges with Russia. The Luoyang-Ural University project has the obvious advantages of building a first-class, innovative university.

At the first stage of the creation of a joint university plan to open five or six Bachelor's degree programs with an annual enrollment of students up to 500 people. At the second stage 20 more Bachelor's degree programs and five to seven Master's degree programs with an annual enrollment of up to 2 thousand people will be opened. The total number of students by 2027 should be up to 10 thousand. It is planned to open programs in the field of information technology, engineering, economic and management directions.

The Luoyang City People's Government is ready to provide the joint university with four new buildings - 58 laboratories, 64 classrooms, 30 teaching, research and office spaces, and four lecture halls with 116 seats. For the second phase of the project, a land plot of 60 hectares has already been allocated for the construction of the new campus.
