Pyotr Bobylev was appointed Director of the Department of the Coal Industry of Russia. The corresponding order was signed by Russian Minister of Energy Nikolay Shulginov.

Pyotr Bobylev graduated from the Thermal Power Engineering Department of the Ural State Technical University - Ural Polytechnic Institute (now UrFU), majoring in Thermal Power Plants, and the Engineering and Economics Department, majoring in Economics and Enterprise Management. Since 2010, he has worked in various positions in the Ministry of Energy of Russia and worked at the enterprises of the energy sector.

Previously, Pyotr Bobylev was Deputy Minister of Energy of Russia, a position he obtained last October. Before that, he headed the Department of Competition, Ecology and Energy Efficiency of the Ministry of Economic Development of Russia.
