The establishment of the university was recognized as a successful practice of international cooperation

The 24th meeting of the Russian-Chinese Commission on Humanitarian Cooperation was held online under the chairmanship of Tatyana Golikova, Deputy Prime Minister of the Russian Federation, and Shen Yiqin, member of the State Council of the People's Republic of China. The parties exchanged views on the current state and prospects for the development of cooperation in all humanitarian areas.

According to Tatyana Golikova, the countries continue active cooperation in the field of higher education. Quotas for Chinese students to study at Russian universities are allocated on a permanent basis. In the near future, an important area of Russian-Chinese inter-university cooperation should be the implementation of the project to establish the Luoyang-Ural University. 

It should be reminded that a joint international university of UrFU and Henan University of Science and Technology will be established in Luoyang, Henan Province. The universities have already done a lot of preliminary work, all the necessary legal agreements have been signed. The establishment of the university was supported by the People's Government of Henan Province and Luoyang City, the Governor of the Sverdlovsk Region, and the Ministry of Science and Higher Education of the Russian Federation. The project was considered on September 15 at the 22nd meeting of the subcommittee on cooperation in the field of education of the Russian-Chinese Commission for Humanitarian Cooperation.

At the first stage of the joint university establishment, it is planned to open five or six bachelor's degree programs with an annual enrollment of up to 500 students; at the second stage, 20 more bachelor's degree programs and from five to seven master's degree programs will be opened with an annual enrollment of up to 2,000 students. The total number of students by 2027 should be up to 10 thousand. Programs are planned to be opened in the field of information technology, engineering, economics and management. 

The People's Government of Luoyang City is ready to provide the joint university with four new buildings. These are 58 laboratories, 64 classrooms, 30 teaching and research, office spaces, four lecture halls with 116 seats. A land plot of 60 hectares for the second stage of the project has already been allocated for the construction of the new campus.
